STONINGTON, CT — The Planning & Zoning Commission unanimously approved a proposal for a large mixed-use project at its Feb. 6 meeting.
The plans from RCP Waterford II, LLC and Readco Stonington III, LLC included 124 multi-family residential apartments, 10,000 square feet of commercial space, and 30,000 square feet of commercial recreation space.
The project will be on two properties at 85 Voluntown Road and 455 Liberty Street in Pawcatuck.

Jeremy Browning, a representative for the developers, said at the commission meeting that they intend to apply for a program through the Connecticut Housing Finance Authority known as “Built for CT – Housing Middle Income Households.”
Roughly 25 units would be deemed affordable if the project is approved. The units would count toward the town’s goal of 10 percent affordable housing, Browning said.

One resident spoke in opposition to the project, according to draft minutes of the meeting. An Oakwood Avenue resident said that allowing the proposal could create a flood of applicants looking to use a zoning amendment to create multi-family housing.
Attorney John Casey said that the zone is eligible for a Neighborhood Design District zone and defended the site as an ideal location for that zoning amendment, according to draft minutes of the meeting.
All commission members voted in favor of approving the project as submitted with the stipulation that the developers agree to apply for the affordable housing grant.
